Abstract

Rural areas in South Africa often face significant challenges in accessing digital technologies, exacerbating existing socioeconomic disparities. The study employed a mixed-methods approach combining quantitative surveys with qualitative interviews to assess current digital infrastructure, user needs, and potential solutions. Survey results indicated that 45% of respondents in rural areas had limited or no access to stable internet connections, highlighting the need for improved connectivity strategies. While initial findings suggest a significant digital inclusion gap in rural South Africa, preliminary data supports the feasibility of targeted interventions to bridge this gap. Develop and implement community-led initiatives that prioritise local content creation and infrastructure upgrades to ensure sustainable access to digital technologies. Model estimation used $\hat{\theta}=argmin_{\theta}\sum_i\ell(y_i,f_\theta(x_i))+\lambda\lVert\theta\rVert_2^2$, with performance evaluated using out-of-sample error.
