Contract Sourcing Efficiency in Nairobi's Public Procurement Reform for Small Businesses, 2006

Abstract

Public procurement reform in Nairobi has aimed to increase opportunities for small businesses (SBs), particularly in response to economic challenges and policy objectives. The study employs a mixed-method approach combining quantitative analysis of procurement data with qualitative interviews of SBs involved in the reform process. SBs reported an average increase of 15% in successful tender submissions post-reform, with notable improvements in sourcing efficiency and contract duration. The public procurement reforms have significantly enhanced SB participation and performance, though challenges remain in terms of equitable access to opportunities. Further targeted support for SBs is recommended alongside continuous monitoring of the reform's impact on market inclusivity.
