Abstract

ICT literacy programmes have been implemented in various rural communities to enhance technological adoption. This study focuses on Senegalese rural communities in Tanzania, examining the impact of these programmes. A mixed-methods approach was employed, combining quantitative data from surveys with qualitative insights through interviews and focus groups. Data collection took place over a year to capture changes in technology use. Interview themes indicated that participants found the programmes beneficial for improving basic ICT skills, though there were challenges related to access and resources. The findings suggest that while ICT literacy programmes can improve technological adoption, sustained support is necessary to overcome barriers such as infrastructure limitations and financial constraints. Future programmes should incorporate more community-led initiatives and address issues of technology accessibility and affordability. Continuous monitoring and evaluation are also recommended.
