An action research approach was employed, involving interviews with former officials and a literature review of Chadian history and governance structures. Themes emerged from the data include colonial legacies influencing modern administrative divisions and ethnic tensions impacting public service delivery. Historical factors significantly influence contemporary governance challenges in Chad.
