Abstract

The healthcare system in Uganda faces challenges such as resource allocation inefficiencies and service delivery delays. A Difference-in-Differences model will be applied to assess yield improvement by comparing pre- and post-intervention data from selected districts. An initial analysis suggests a statistically significant increase of 15% in patient referral rates post-intervention, although the effect size is subject to variability due to regional differences. The DID model provides insights into system performance but requires further validation through additional data sources and empirical testing. Future research should consider incorporating more granular data for a comprehensive evaluation of district hospital systems' impact on patient outcomes. Difference-in-Differences, healthcare system evaluation, Uganda, health outcome improvement Treatment effect was estimated with $\text{logit}(p_i)=\beta_0+\beta^\top X_i$, and uncertainty reported using confidence-interval based inference.
