Abstract

The global response to health emergencies highlights the need for resilient health systems that can effectively manage and mitigate outbreaks. A comparative study using qualitative analysis of existing literature and case studies from two Ugandan regions during the Ebola and COVID-19 outbreaks. Significant variations were observed in health system performance across regions, with one region demonstrating a higher recovery rate (75%) compared to another (40%). Uganda's health systems showed considerable resilience but required targeted interventions to enhance their capacity for future epidemics. Develop tailored training programmes for healthcare workers and implement digital health solutions to improve communication and coordination.
