Methodological Evaluation of Community Health Centre Systems in Rwanda: Quasi-experimental Design for Efficiency Gains

Abstract
Community health centres in Rwanda are essential for providing primary healthcare services to a large population with limited resources. A mixed-methods approach combining quantitative analysis of service utilization data and qualitative interviews to assess system performance. Community health centres reported an average service utilization rate of 45% with significant variation in service quality across different regions, indicating the need for targeted interventions. The quasi-experimental design highlights areas where efficiency gains can be achieved through improved resource distribution and training programmes. Targeted capacity building initiatives should focus on enhancing service delivery, particularly in rural areas with lower utilization rates.
