Abstract

This study examines eco-business opportunities within Dar-es-Salaam's waste management framework in Madagascar, focusing on recycling initiatives as a sustainable economic development strategy. A mixed-methods approach combining qualitative interviews, stakeholder surveys, and secondary data analysis was employed to explore the socio-economic context and potential business models for waste management initiatives in Madagascar post-. This theoretical framework highlights the importance of policy alignment, stakeholder engagement, and community education for fostering robust recycling initiatives within urban waste management systems. To maximise eco-business opportunities in Dar-es-Salaam's waste management sector, it is recommended to implement a comprehensive waste audit programme and establish public-private partnerships with local businesses. Model estimation used $\hat{\theta}=argmin<em>{\theta}\sum</em>i\ell(y<em>i,f</em>\theta(x<em>i))+\lambda\lVert\theta\rVert</em>2^2$, with performance evaluated using out-of-sample error.
