Open Data Initiatives in Ethiopian Governance: A Methodological Exploration

Abstract

Open data initiatives have been recognised as a critical tool for enhancing transparency and accountability in governance. Ethiopia has implemented several open data projects aimed at improving service delivery and citizen engagement. The research methodology involves an analysis of official government reports, interviews with policymakers, and statistical modelling using logistic regression to assess the effectiveness of open data projects in promoting transparency. A key finding is that the implementation rate of open data initiatives across different sectors varied significantly, with a proportion of 45% showing notable improvements in service delivery compared to pre-initiative levels. The study concludes by suggesting that further standardised reporting and robust evaluation frameworks are needed for consistent impact assessment of future open data projects. Policymakers should prioritise ongoing support for open data initiatives, particularly in sectors where improvements have been observed, to sustain positive outcomes. Open Data Initiatives, Governance, Transparency, Logistic Regression, Service Delivery Model estimation used $\hat{\theta}=argmin_{\theta}\sum_i\ell(y_i,f_\theta(x_i))+\lambda\lVert\theta\rVert_2^2$, with performance evaluated using out-of-sample error.
