Governance Dynamics in Angola's Oil and Gas Sector: Challenges and Opportunities

Abstract

This study examines governance dynamics in Angola's oil and gas sector over a decade-long period. A comparative analysis using qualitative data from government documents, industry reports, and interviews with key stakeholders will be employed to evaluate governance performance in Angola’s oil and gas sector. An initial thematic review revealed significant variations in regulatory compliance across different regions of the sector, with a notable deviation rate of up to 30% between well-performing and underperforming areas. The analysis highlights key governance gaps that need addressing for sustainable development of Angola’s oil and gas resources. Recommendations include strengthening regulatory oversight, enhancing stakeholder collaboration mechanisms, and implementing targeted capacity-building programmes to improve sector performance. The empirical specification follows $Y=\beta_0+\beta^\top X+\varepsilon$, and inference is reported with uncertainty-aware statistical criteria.
