Quantitative data is analysed using descriptive statistics, while thematic coding is applied to interview transcripts for in-depth insights. The proportion of research output focusing on Rwanda-related topics increased by 45% over the study period, with themes including health policy and education reform. Rwandan universities have significantly enhanced their capacity for producing knowledge relevant to national development challenges. Universities should be encouraged to collaborate more closely with government agencies and private sector partners to amplify their impact on local communities and global audiences.
