Abstract
Uganda faces challenges in monitoring regional health outcomes due to limited data collection and analysis. A systematic literature review using difference-in-differences models for methodological evaluation of monitoring systems. The application of difference-in-differences model revealed a significant improvement (p < 0.05) in patient recovery rates across regions post-intervention. Regional monitoring networks significantly enhance clinical outcomes assessment in Uganda, validating the use of difference-in-differences models. Implement robust data collection protocols and continuous training for healthcare providers to ensure consistent application of methods. The empirical specification follows $Y=\beta_0+\beta^\top X+\varepsilon$, and inference is reported with uncertainty-aware statistical criteria.
