Regional Power Pool Governance in Enhancing Lesotho's Energy Security: A Policy Perspective from 2009 to Present

Abstract

Lesotho is an energy-scarce country heavily reliant on imported diesel for its power generation needs. A qualitative analysis of governance documents, stakeholder interviews, and literature reviews from to present. Lesotho has seen limited participation in regional power pools, with an estimated 15% energy supply sourced from such pools over the past decade. While Lesotho’s engagement remains low, it is crucial for enhancing its energy security and reducing dependency on imported diesel. Lesotho should explore opportunities to join regional power pools and implement governance reforms to improve resource sharing efficiency. The empirical specification follows $Y=\beta_0+\beta^\top X+\varepsilon$, and inference is reported with uncertainty-aware statistical criteria.
