Land Law Reforms and Security of Tenure in Rwanda: A Survey Analysis

Abstract

Rwanda has implemented significant land law reforms aimed at improving security of tenure for its residents, particularly women and vulnerable groups. The study employed a structured questionnaire survey among a diverse sample of Rwandan farmers and landholders across various regions to gather data on land rights and tenure security post-reform. A notable finding is that the majority (75%) of respondents reported enhanced legal protection for their land holdings, though challenges persist in practical application. The survey highlights both successes and areas needing improvement in ensuring equitable land tenure security across Rwanda. Recommendations include strengthening enforcement mechanisms and enhancing community education on new legal provisions to ensure broader compliance and benefits reach all stakeholders.
