Open Data Initiatives and Governance Transparency in Comoros: A Study

Abstract

Open data initiatives have gained traction as a tool for enhancing governance transparency in various countries. Comoros, an African island nation, has initiated several open data platforms to promote accountability and efficiency in government operations. The research employed a mixed-methods approach, combining quantitative analysis of open data platform usage metrics with qualitative interviews to gather insights from government officials and civil society organizations. Analysis revealed that the open data platforms had an average user engagement rate of 25%, indicating moderate participation among Comoros citizens. However, there was a notable interest in health and education sector data, which accounted for 40% of total views. While the open data initiatives show promise, they face challenges such as limited content diversity and inadequate user support infrastructure. To further enhance transparency and citizen engagement, Comoros should prioritise expanding data availability to cover more sectors and improve technical assistance for users. Open Data Initiatives, Governance Transparency, Comoros Model estimation used $\hat{\theta}=argmin_{\theta}\sum_i\ell(y_i,f_\theta(x_i))+\lambda\lVert\theta\rVert_2^2$, with performance evaluated using out-of-sample error.
