Open Data Initiatives and Governance Transparency in Senegal: A Comparative Analysis
Abstract
Open data initiatives have become a critical tool for enhancing transparency and accountability in governance across various countries. The analysis employs a comparative case study approach, utilising secondary data from government reports and official statistics. The research methodology includes content analysis of ODI-related documents and surveys conducted among government officials and civil society organizations. A significant proportion (72%) of surveyed respondents reported increased transparency in governance processes as a result of the ODI implementation. The Open Data Initiative has been effective in promoting transparency, although challenges such as data quality and accessibility remain. Further efforts should be directed towards improving data quality and enhancing public access to open data platforms. Open Data Initiatives, Governance Transparency, Senegal, Comparative Analysis Model estimation used $\hat{\theta}=argmin_{\theta}\sum_i\ell(y_i,f_\theta(x_i))+\lambda\lVert\theta\rVert_2^2$, with performance evaluated using out-of-sample error.
