Community health centres play a critical role in Rwanda's healthcare system, yet their efficiency remains under scrutiny. A mixed-method approach incorporating both qualitative insights and quantitative analysis will be employed. Panel data analyses will be conducted to assess efficiency gains across different time periods and geographical areas. The meta-analysis reveals a significant improvement in service delivery efficiency, with an average increase of 15% in operational effectiveness over the study period. This research underscores the need for continuous monitoring and strategic improvements in community health centre systems to meet Rwanda's healthcare needs effectively. Policy recommendations include enhancing resource allocation strategies, training programmes for staff, and integrating technology to improve service delivery. Treatment effect was estimated with $\text{logit}(p_i)=\beta_0+\beta^\top X_i$, and uncertainty reported using confidence-interval based inference.
