Abstract

Madagascar's land reform in aimed at addressing agrarian disparities but faced significant challenges. A qualitative approach was employed to gather insights from various stakeholders including government officials, farmers, and civil society organizations. While the reform aimed to empower smallholders, persistent challenges require further policy adjustments and investment to ensure sustainability. Enhanced monitoring mechanisms should be established to address ongoing issues like land tenure security. Increased funding is also needed to support smallholder farmers effectively.
