Abstract
Digital literacy has become a critical component in contemporary society, influencing various aspects of life including education, employment, and civic engagement. In Nigeria, urban centers are at the forefront of technological advancement, yet they face significant challenges related to digital skills among their youth population. Theoretical analysis will be employed, drawing from existing literature on digital literacy, education policy, and youth empowerment initiatives in Africa, with a specific emphasis on Nigeria. The framework will outline key metrics such as access to technology, training efficacy, and usage patterns among urban youth. This framework provides a comprehensive overview of the current state of digital literacy in urban Nigeria, highlighting areas where further research is necessary to fully understand its impact on youth empowerment. It serves as a foundation for developing targeted training programmes and policy interventions. Future studies should focus on longitudinal data collection to assess long-term effects of digital literacy training. Policy recommendations include integrating digital literacy into school curriculums and offering subsidized technology access for underprivileged communities.
