A Resilience-Based Theoretical Framework for Uganda's Cyber Negotiation Strategy in Diplomatic Crisis Management

Abstract

This article develops a theoretical framework for understanding Uganda's cyber negotiation strategy within diplomatic crisis management contexts. Drawing on resilience concepts from business and environmental management literature, it argues that Uganda's approach can be conceptualised through adaptive capacity, resource mobilisation, and institutional learning dimensions. The framework integrates insights from Ugandan case studies on small and medium enterprise resilience, medical waste management, coastal ecosystem services, and ocean data challenges to ground the analysis in local evidence. This theoretical contribution addresses the gap in African foreign policy analysis regarding cyber diplomacy frameworks, offering a structured approach to examining how Uganda navigates digital negotiations during diplomatic crises. The article concludes with implications for policy and future research directions in political science.
