Mitigating Conflict through Nexus Water Governance in the Nile Basin of Burundi: A Policy Framework
Abstract
The Nile Basin, one of the most biodiverse regions in Africa, faces significant water scarcity issues exacerbated by climate change and population growth, leading to potential conflicts over resources. A mixed-methods approach combining qualitative interviews with policymakers, stakeholders, and community members, alongside quantitative data analysis of historical precipitation trends and current water usage patterns. Quantitative analysis reveals a 10% decline in annual Nile Basin water availability over the past decade, coinciding with increased agricultural water demand. Qualitative insights highlight frequent disputes over irrigation water rights among farmers. NWWG principles offer a promising framework for addressing these challenges by integrating water management, energy production, and food security strategies to harmonize resource use across sectors. Implement NWWG policies, including integrated water resources management plans, stakeholder engagement mechanisms, and adaptive management approaches tailored to local contexts.
