Methodological Evaluation of District Hospitals Systems in Rwanda Using Panel Data for Adoption Rates Measurement

District hospitals in Rwanda play a crucial role in healthcare delivery across the country. However, their performance varies significantly due to differing resource availability and management practices. The review employs a comprehensive search strategy using databases such as PubMed and Scopus, focusing on publications from to present. Studies are critically appraised based on quality criteria including study design, data collection methods, and analytical techniques. Panel-data estimation is identified as the most prevalent methodological approach used in evaluating district hospital systems' adoption rates. This method allows for longitudinal analysis of system performance over time. The review concludes that panel-data estimation offers a robust framework for measuring adoption rates, providing insights into factors influencing system effectiveness across different districts. Future studies on district hospitals in Rwanda should prioritise the use of panel-data methods to enhance the reliability and validity of their findings. Treatment effect was estimated with $\text{logit}(p_i)=\beta_0+\beta^\top X_i$, and uncertainty reported using confidence-interval based inference.
