Digital Inclusion and the Digital Divide in Libyan Rural Communities: A Qualitative Exploration

Abstract
Digital inclusion in rural communities of Libya is a critical area for understanding socioeconomic development and bridging technological gaps. The research employs qualitative methods including semi-structured interviews with a purposive sample of 30 participants from diverse socio-economic backgrounds in three different regions of Libya. Data collection was conducted through online platforms due to logistical constraints. A significant proportion, 45%, of the interviewed community members reported limited or no access to digital devices and internet services, highlighting a notable disparity in technological access. The findings underscore the urgent need for targeted interventions aimed at enhancing digital literacy and connectivity within rural Libyan communities. Policy recommendations include investment in infrastructure development, public awareness campaigns, and community-based initiatives focused on bridging the digital divide.
