Methodological Evaluation of District Hospitals Systems in Tanzania Using Difference-in-Differences Approach for Clinical Outcomes Measurement

Abstract
District hospitals in Tanzania are crucial for primary healthcare delivery but face challenges in maintaining optimal clinical outcomes. A difference-in-differences approach was employed to assess the impact of recent healthcare reforms on clinical performance indicators. Data from pre- and post-reform periods were analysed to identify treatment effects. The analysis revealed a significant improvement in average hospital occupancy rates (up by 20% compared to baseline), indicating enhanced bed utilization following system enhancements. The difference-in-differences model effectively highlighted the positive impact of recent reforms on clinical outcomes, providing evidence for resource allocation and policy development in district hospitals. Further research should explore long-term sustainability and scalability of these interventions across different regions to ensure consistent improvements in healthcare delivery. Treatment effect was estimated with $\text{logit}(p<em>i)=\beta</em>0+\beta^\top X_i$, and uncertainty reported using confidence-interval based inference.
