Revisiting Online Voter Registration Platforms in DRC Elections: A 2001 Replication Study

Abstract
Online voter registration platforms have been introduced in various democratic elections to streamline the electoral process. However, their efficacy and impact are often subject to scrutiny. The methodology involves a detailed analysis of historical election data from the Democratic Republic of Congo (DRC), employing statistical methods and qualitative assessments. A preliminary analysis suggests that while online platforms significantly reduced physical queues, there was an increase in registration errors compared to traditional methods. Despite these challenges, the study underscores the potential benefits of integrating technology for voter registration processes, warranting further investigation. Future research should focus on improving system accuracy and user experience to mitigate error rates, particularly addressing issues related to digital literacy among voters. Model estimation used $\hat{\theta}=argmin<em>{\theta}\sum</em>i\ell(y<em>i,f</em>\theta(x<em>i))+\lambda\lVert\theta\rVert</em>2^2$, with performance evaluated using out-of-sample error.
