Abstract

Land reform in Djibouti has been a subject of interest due to its unique context within East Africa, where it intersects with broader socio-economic transformations and challenges. A qualitative approach was employed to analyse available data from government reports, academic literature, and interviews with local communities and policymakers. While land reform has brought about positive changes in productivity, it also highlights ongoing issues that require further policy attention to ensure equitable outcomes and sustainable development. Policymakers should prioritise the recognition of customary land rights through legislative reforms. Additionally, support programmes for smallholder farmers are essential to mitigate tenure insecurity and enhance agricultural resilience.
