Abstract

Traditional governance structures have played a significant role in southern African societies for centuries. In Tanzania, these traditional systems coexist with modern democratic processes, creating unique hybrid political landscapes. The research employs a qualitative approach, utilising semi-structured interviews and focus group discussions with local leaders, community members, and government officials in Tanzania. Data collection took place from April to June . Findings suggest that traditional councils significantly influence decision-making processes at the grassroots level, particularly regarding land disputes and cultural practices. These councils often act as mediators between conflicting parties, enhancing community cohesion. The study reveals a complex interplay between traditional governance structures and modern democratic institutions in Tanzania, highlighting the potential for synergistic collaboration to improve public service delivery and policy effectiveness. Recommendations include developing formal mechanisms for integrating traditional councils into national decision-making processes and fostering dialogue between these entities and local government bodies.
