Abstract

Theoretical frameworks in law often seek to explain complex legal systems without empirical data. Conceptual analysis will be employed, drawing from existing literature on public procurement law and policy studies. The theoretical framework proposes a model to predict how future policy changes will impact Tanzanian procurement practices. Researchers should integrate policy analysis into their legal studies for more comprehensive understanding of public sector operations.
