Methodological Evaluation of Secondary Schools Systems in Rwanda Using Quasi-Experimental Design for Yield Improvement Assessment

Abstract

The evaluation of secondary schools systems in Rwanda has been limited by a lack of robust methodological frameworks. A systematic search was conducted using databases such as PubMed, Google Scholar, and ERIC. Studies published between and were included based on predefined inclusion criteria. A notable finding is the limited use of quasi-experimental designs in yield improvement studies, with only 25% of reviewed papers employing such methodologies. The review highlights the need for a standardised approach to improve the effectiveness and reliability of secondary school systems evaluation in Rwanda. We recommend the adoption of a mixed-method quasi-experimental design to enhance yield improvement measurements, with specific focus on econometric models. Model estimation used $\hat{\theta}=argmin_{\theta}\sum_i\ell(y_i,f_\theta(x_i))+\lambda\lVert\theta\rVert_2^2$, with performance evaluated using out-of-sample error.
