This theoretical framework provides a robust basis for understanding the complex interplay between school fees policies and secondary education participation, offering insights that can guide future research and policy development in Ghanaian urban contexts. Further empirical studies should focus on longitudinal impact assessments to monitor long-term effects of school fees cancellation. Policy makers should consider implementing complementary measures such as targeted financial support for students from vulnerable backgrounds.
