Evaluating Community Health Centre Systems in Rwanda: A Quasi-Experimental Design for Risk Reduction Assessment

Abstract

Community health centres in Rwanda are essential for providing primary healthcare services to rural populations. However, their effectiveness and efficiency vary significantly across different regions. A mixed-methods approach was employed, including surveys, interviews, and data analysis. The primary outcome measure was the proportion of healthcare utilisation among the target population. A significant improvement (p < 0.05) in healthcare utilization rates was observed after implementing new risk reduction strategies at community health centres. The quasi-experimental design successfully identified areas needing further intervention to enhance service delivery and patient outcomes. Further research should be conducted on cost-effectiveness analysis of the implemented risk reduction strategies. Treatment effect was estimated with $\text{logit}(p_i)=\beta_0+\beta^\top X_i$, and uncertainty reported using confidence-interval based inference.
