Genetically Modified Crops in South Sudan: Perspectives and Policy Frameworks, 2014
Abstract
The debate on genetically modified (GM) crops holds particular significance for African nations confronting food security challenges. As a new state with substantial agricultural potential, South Sudan presents a critical case for examining the discourse and policy landscape for this technology. This working paper analyses the perspectives of key national stakeholders on GM crops and reviews the extant and proposed policy frameworks governing their use. It aims to map the contours of the national debate, identify major policy gaps, and assess institutional readiness for potential adoption. The study employs a qualitative, desk-based policy analysis. It synthesises data from available government documents, international agency reports, and relevant academic literature. The analysis is structured to identify dominant themes, stakeholder positions, and the coherence of the regulatory environment. The analysis reveals a polarised debate, marked by cautious optimism from some agricultural researchers and strong reservations from civil society groups concerned about biodiversity and farmer sovereignty. A critical finding is the absence of a comprehensive, functional national biosafety framework. Consequently, no legal pathway exists for the commercial cultivation or import of GM crops. South Sudan’s policy framework for GM crops is underdeveloped and fragmented. While discussed as a potential tool for enhancing crop resilience, the lack of a clear regulatory regime presents a substantial barrier to informed adoption or evidence-based decision-making. Priority should be given to developing a robust and transparent national biosafety law and building requisite institutional capacity. A multi-stakeholder commission should be established to oversee scientific assessment and public dialogue.
