Abstract

Digital exclusion in Moroccan rural communities is a significant challenge impacting access to essential services and opportunities. A mixed-methods approach combining qualitative interviews with community surveys to understand perceptions of technology use and barriers to access. Inclusive strategies such as subsidised technology loans, community-led digital literacy programmes, and government subsidies for internet subscriptions are recommended to reduce digital exclusion. Develop targeted public-private partnerships to fund and implement these inclusive strategies. Increase investment in rural areas' broadband infrastructure and expand e-health initiatives.
