Water Scarcity and Conflict Mitigation Strategies in the Nile Basin: An African Policy Perspective

Abstract

The Nile Basin is a significant hydrological region in Africa, spanning multiple countries including Ghana, Egypt, and Sudan. Water scarcity has emerged as a critical issue affecting agricultural productivity, economic development, and social stability. A systematic review of governmental documents, academic literature, and stakeholder consultations was conducted to understand current policy frameworks and identify gaps. A participatory workshop with key stakeholders provided insights into potential solutions. Current policies predominantly focus on infrastructure development but lack comprehensive strategies for equitable water distribution and conflict resolution mechanisms. Ghana's approach towards addressing water scarcity must incorporate innovative conflict mitigation measures to ensure sustainable management of Nile Basin resources. Implement a Water Stewardship Council, integrate climate change adaptation into existing policies, and establish a legal framework for equitable water use rights.
