Abstract
Digital inclusion in rural communities of Comoros is hindered by limited access to digital technologies and infrastructure. A qualitative assessment of existing policy documents and interviews with stakeholders to understand current dynamics and challenges. Rural communities face a significant digital skills gap among their population, limiting their ability to benefit from digital technologies effectively. Current policies focus on infrastructure development but overlook the need for community education and training programmes. Develop targeted educational initiatives alongside infrastructure improvements to ensure all residents can utilise digital resources effectively.
