Abstract

Rwanda has implemented a digital health records system (DHRs) in its primary healthcare centers to integrate with telemedicine services for improved patient outcomes. A mixed-method approach was employed, including quantitative data analysis from electronic health records (EHR) and qualitative interviews with healthcare providers and patients. During the study period, a significant improvement of 25% in diagnostic accuracy for common skin conditions among telemedicine consultations compared to traditional face-to-face appointments was observed. The integration of DHRs and telemedicine services has positively impacted patient outcomes in Rwanda's primary healthcare centers. Further research should be conducted to explore the scalability and cost-effectiveness of this integrated system across different regions and conditions. telemedicine, digital health records, diagnostic accuracy, patient outcome analysis, Rwanda Treatment effect was estimated with $\text{logit}(p_i)=\beta_0+\beta^\top X_i$, and uncertainty reported using confidence-interval based inference.
