Abstract

Uganda has implemented maternal care facilities to improve health outcomes in rural areas. However, there is a need for methodological evaluation of these systems to ensure effectiveness. The study utilised data from Ugandan health records spanning two years. A difference-in-differences model was employed to measure changes in clinical outcomes, accounting for potential confounders such as regional differences and pre-existing conditions. A significant improvement in neonatal survival rates (20% increase) was observed post-intervention, suggesting enhanced maternal care practices led to better health outcomes. The difference-in-differences model effectively highlighted the impact of improved maternal care facilities on clinical outcomes. Future research should consider scalability and cost-effectiveness. Further studies could explore long-term effects and implement standardised protocols for maternal care facilities across different regions in Uganda. maternal care, health systems evaluation, difference-in-differences model, neonatal survival Treatment effect was estimated with $\text{logit}(p_i)=\beta_0+\beta^\top X_i$, and uncertainty reported using confidence-interval based inference.
