Abstract

In Uganda, maternal care facilities play a crucial role in improving birth outcomes and reducing maternal mortality rates. However, there is limited empirical evidence on how these systems perform clinically. The study employed a DiD model with fixed effects for individual health centers and robust standard errors to account for potential confounding variables. Data were collected from facility records over two years, pre- and post-intervention. A significant improvement in neonatal survival rates was observed (p < 0.05), indicating the effectiveness of enhanced maternal care protocols. The DiD model provided robust evidence for the impact of improved maternal care systems on clinical outcomes, contributing to better healthcare policy decisions. Further longitudinal studies and implementation strategies should be developed based on these findings. Maternal Care Facilities, Clinical Outcomes, Difference-in-Differences (DiD), Neonatal Survival Treatment effect was estimated with $\text{logit}(pi)=\beta0+\beta^\top X_i$, and uncertainty reported using confidence-interval based inference.
