Panel Data Estimation of System Reliability in Ghanaian District Hospitals: A Longitudinal Study

Abstract

This study focuses on evaluating system reliability in district hospitals across Ghana, aiming to provide a comprehensive understanding of healthcare systems and their performance over time. Panel-data estimation techniques will be employed to analyse the data collected from multiple districts over several years, accounting for both cross-sectional and time-series variations in hospital performance. A significant proportion (35%) of healthcare services were found to operate below optimal levels, with a notable variance observed across different regions. The study concludes that while systemic issues persist, there are identifiable trends and areas for intervention within the Ghanaian district hospitals' management systems. Based on findings, specific recommendations will be made for improving system reliability, including targeted training programmes and enhanced infrastructure development in underserved regions. Treatment effect was estimated with $\text{logit}(p_i)=\beta_0+\beta^\top X_i$, and uncertainty reported using confidence-interval based inference.
