Reliability Assessment of District Hospitals Systems in Uganda: A Multilevel Regression Analysis

Abstract
In Uganda, district hospitals play a crucial role in providing healthcare services, particularly in rural and underserved areas. A comprehensive multilevel regression model was employed to analyse data from multiple districts, accounting for both individual-level patient outcomes and contextual factors at the district level. The analysis revealed that a significant proportion (25%) of hospital systems scored below the threshold for reliability in managing chronic disease cases. District hospitals in Uganda face challenges related to resource allocation and staff training, which impact their ability to reliably deliver care for chronic conditions. Investment should be directed towards improving infrastructure and enhancing professional development programmes for hospital staff. Treatment effect was estimated with $\text{logit}(p<em>i)=\beta</em>0+\beta^\top X_i$, and uncertainty reported using confidence-interval based inference.
