Methodological Evaluation of District Hospitals Systems in Rwanda Using Panel Data for Risk Reduction Measurement

Abstract

Rwanda's district hospitals play a crucial role in healthcare delivery, yet their operational effectiveness remains under scrutiny. A systematic review of existing literature will be conducted using panel data analysis with a mixed-methods approach. The study aims to identify best practices and gaps in current evaluation methods. Panel-data estimation revealed significant variations in resource allocation across districts, indicating the need for more targeted interventions. The review highlights the importance of adopting robust statistical models that account for both internal and external factors affecting district hospital performance. Recommendation is to integrate longitudinal data collection into routine operations and advocate for policy reforms aimed at improving resource distribution efficiency. Treatment effect was estimated with $\text{logit}(p_i)=\beta_0+\beta^\top X_i$, and uncertainty reported using confidence-interval based inference.
