Abstract

Informal sector dynamics play a significant role in urban economies of developing countries, including Ghana. The legal framework governing these sectors is often criticized for its inadequacy and inconsistency. Qualitative research methods were employed through semi-structured interviews with key informants from various sectors including business owners, community leaders, and government officials. Data collection was conducted in Accra and Kumasi. Interviews revealed that while there is a legal framework for informal sector activities, its implementation varies significantly across urban areas, leading to inconsistencies in enforcement practices. The findings highlight the need for more consistent and effective legal frameworks to support the growth of urban informal sectors in Ghana. Policy recommendations include strengthening enforcement mechanisms and improving stakeholder engagement in policy development processes.
