Methodological Assessment of Municipal Water Systems in Rwanda: Panel Data Analysis for Risk Reduction Evaluation

Abstract

Municipal water systems in Rwanda face challenges related to reliability, accessibility, and affordability. A systematic literature review employing a panel data analysis approach was conducted to assess the efficacy of different methodologies. Panel-data estimations revealed that certain econometric techniques significantly improved risk reduction measures by up to 20%. The reviewed methods highlighted key areas for improvement in water system management, particularly in monitoring and maintenance. Investment in robust data collection systems and regular system evaluations are recommended to enhance efficiency and reduce risks. The empirical specification follows $Y=\beta_0+\beta^\top X+\varepsilon$, and inference is reported with uncertainty-aware statistical criteria.
